Jill Muth, JD/MBA
Founder & Principal Consultant | Public commissions, civil rights, investigations, and institutional problem-solving
Jill Muth is the founder and principal consultant of Mare Regina. She brings a decade of municipal-government experience spanning civil rights, public commissions, investigations, community engagement, program operations, policy implementation, and organizational problem-solving.
Public boards and commissions have been a through-line in Jill's career, and she has worked with them from multiple sides of the table. She has served as a commissioner, board and association president, commission staff leader, investigator supporting civilian oversight, and a trusted troubleshooter brought in when another commission needed help.
As Chief of Baltimore City's Women's and Veterans' Commissions, Jill helped rebuild public bodies that needed stronger institutional infrastructure. Her work included commissioner recruitment and onboarding, bylaws and governance procedures, strategic-planning retreats, annual priorities, standard operating procedures, stakeholder relationships, accessible participation practices, public programming, and the day-to-day support required to move a commission from a mandate on paper into functioning work.
Her Women's Commission experience is especially central to the approach she now brings to Mare Regina. Jill first experienced the commission as a member during a period when the body lacked clear structure and support. She later returned on the staff side and helped rebuild the systems around it. Within the first year of that rebuild, the commission was meeting, had elected officers, approved bylaws, completed strategic planning, and was carrying out public-facing work. Over time, its visibility and community partnerships grew.
Earlier in her Baltimore City career, Jill worked in civilian police oversight, including as an investigator supporting the Civilian Review Board. That work required interviews involving competing accounts, high emotions, serious allegations, and people who did not necessarily trust the process. It strengthened a skill that now sits at the center of her commission practice: the ability to have uncomfortable conversations without becoming defensive, escalating the room, or confusing listening with agreement.
Her broader governance experience also includes leadership as president of the Global College Alumni Association and service as a member and president of the Immigration Law and Policy Association during law school. Together, these roles have given her firsthand experience with boards and member-led organizations as well as government-created public bodies.
Jill's approach starts with a simple principle: a public commission exists to serve its constituents. Strong personalities, political pressure, unclear structures, and institutional habits can pull attention away from that purpose. Mare Regina helps clients identify what is actually getting in the way, build practical systems around the work, and create enough capacity that the commission can ultimately operate without outside dependence.
Jill combines legal training and business strategy with a practical understanding of how government works from the inside. She is comfortable reading enabling legislation, translating mandates into operations, designing governance and SOPs, working through public-sector budget realities, engaging community members, and helping staff and commissioners move from diagnosis into implementation.
Through Mare Regina, she provides fully remote consulting to state and local governments and public bodies across the United States.
